Validation and accessibility refers to creating HTML or XHTML pages that meet certain guidelines. Validation guidelines are dictated by the W3C. They are an attempt to standardize the way in which we define he data that we communicate over the World Wide Web. The hope is that this standardization will maximize the effectiveness of the web as a medium for communication.

Different groups including the U.S. Government write accessibility guidelines. The goal of all these organizations is to insure that web content is accessible to impaired users who may be using screen readers or other means of discerning the content of a web page.
