I am a follower of the tenets of Agile development. However I am also a proponent of documenting as much of an application’s functionality as one can stomach, before coding begins.
With comprehensive documentation in place, I can confidently give a cost quote and a time-line for any project.
I give an initial, free consultation followed by an estimate as to how long the discovery phase will last.
The final deliverable from the discovery phase is a complete functional specification and a quote. The specification documents are sufficient to allow any professional development house to give a quote. I encourage my clients to shop around and to review other offers. My quote is rarely the lowest, but by the end of a successful discovery phase, my clients have seen the value of my experience and professionalism and retain my services for the development phase.
